My Lg Xpression phone got some water on the battery. It wont turn on but when i charge it, the screen goes on and off. Does it mean i broke it?

You shouldn't turn it on unless you're entirely sure it is dry.
You can try removing the battery, the SD card, SIM card (and other removable parts) and burying the phone on a bowl with rice. Leave it there for a couple of days and try to turn it on when you're sure that everything is completely dry.

But yes, I'm afraid it's mostly likely broken.

You can have it tested. Any small cellphone repair shop can do it for you in the blink of an eye.
 


I don't think so. In fact, it's such a fast and trivial job that most shops I know would do it for free, just to evaluate whether they can fix it for you or not.
