plug in not charging

Hello there i have a lenovo g580 when i plug in the charger it says plug in not charging it only charges when the laptop is turned off when i remove dhe battery and plug in the charger the laptop wont turn on please can you hel me with this issue

Could be a motherboard issue, if it does not even work without the battery. Could be a bad charger, would be cheaper to try a new one of those first.
