Plugged in, not charging

WINDOWS 7 DELL M1530. PLUGGED IN, NOT CHARGING.
Tried usual solutions of removing battery and deleting device manager. Sometimes this worked and laptop would start to charge but eventually even this failed. Discovered real fault when accidentally touched cable and laptop started charging. The fault is with adaptor cable just before the solid plug piece as Laptop was OK on mains power, just would not charge. Computer recognises cable plugged fault must have something to do with the earthing process.

get a new power adapter from local computer store but make certain it works with your laptop as sounds like you have 3 wires in that adapter wereas most adapters only have 2 wires. ran into that problem with 1 or 2 customers til got proper adapter.
