Pointer frozen in the center of screen windows 7

I can get a few screens to show using various keystrokes but cursor still frozen

Try a system restore back to a date when the mouse was working correctly.

Open the Start Menu and type in System Restore in the search option.

Did your Control Panel Mouse settings have any options you didnt test?

Check to see if your laptop has any options to 'lock the trackpad' like you would if you were using an external mouse.

Without the touchpad I can't figure out how to get there

Tab key, arrow keys should work like you expect.
You could try a USB external mouse.

Have you checked the laptop manual for a Fn+keypress to that locks/unlocks the trackpad?

I held down SHIFT and tapped F5 once. It worked.

I have a Toshiba with Windows 10.
Today is 5.14.2016

Because you can't do anything. Reboot the computer and use installation DVD and choose repair then then do system restore
