Power button is green before turning the tv on then flashes yellow when turning the tv on from the power button

46 inch tv... before turning the tv on the power button shows green.... Then when i turn it on the tv does not turn on but the power button continues to flash yellow instead of green... What does this indicate? Does it need a new bulb or a board replacement? My tv is a panisonic
