power discharging problem

my mediatek android tablet pc has a problem that it charges for up to 3% at most then it starts discharging to 0% then switches off,how do I fix it

So your battery only holds a 3% charge? How old is it? Is the battery difficult to replace? Does the tablet stay on if it stays connected to the charger?
