Power On = Blank Screes

Hi,
When I turn on my lap top it says it is loading Windows but it goes to a blank blue/black screen.
I tried Safe Mode and I still ended up on the same screen. Please help

Are you on Windows 7 or Windows 8? I've had that problem with both OS's
