It's very difficult (and expensive). First - don't use the hard disk - it will just complicate things even more.

Next contact a specialist data recovery service and ask for a quote to recover your data.

simple answer: you don't do it unless you have a lot of money and the files are extremely critical. If you reformatted and wrote over the information it may even be impossible for a professional recovery house to recover anything.

If you simply deleted a partition and did not really format it (aka quick format), or write over anything, then there are a bunch of data recovery software titles out there which will work with varying levels of success.
