Program that would only send a message if a password isn't entered.

Recently, I've been seeing a lot ofTV shows where the antagonist has dirt on someone important and they say that it will only send if they fail to enter in a password to this mystery program, or they need to text an associate periodically in order to keep an undesirable event to take place. I personally could see a few uses for this type of software, but I can't find a more precise way to explain it to google. I was hoping someone could:
a) tell me if there is a program that could accomplish this task.
b) tell me if this makes any sense.

(b) doesn't make any sense even though I understand your post. Why would you want such an application?
Sounds mischievous to me at best, and possibly illegal at worst.
