Program to create "shiny" graphics

Hello,

I would like to create some simple graphics, mostly just squares and bars and similar. However, I would like them to look good in the "shiny" way that is very popular now. I hope you understand what I mean.

So, at the moment I have only MSPAINT.. :) , so I am looking for some freeware or shareware program that could be used.

Grateful for any suggestions about this. Operating system is Windows 7 64-bits.
 
Well, you won't find much for freeware... If you want to pay, I can recommend Adobe Flash and Adobe Photoshop.

If you're dead set on not spending money, then the GIMP is probably your best bet. That's the General Image Manipulation Program. It's good software (for being free, at least).

You can do all kinds of stuff with it, and making shiny buttons would be easy with all of its built-in features (and there's free plugins you can download, so chances are even if it doesn't have what you need you can find a plugin that does).

I could spend money on this, but only reasonable amount for some shareware and not the entire Photoshop which I belive is quite expensive?

GIMP seems an interesting choice, do you know what a plugin for this kind of thing might be called?
