Programs not responding (Solved)

Most of my programs and games will not start, they instantly say "program not responding", even going into computer properties makes windows not respond and restart. I have never came across this before and even the internet browsers all crash.

I have done a malware and virus scan, checked background programs and tried to roll back the computer but it said that there were no dates to roll back to even though I have done it before.

ANY advice would be extremely appreciated.

Managed to resolve the problem but had to do it by reinstalling the Operating System. Luckily I still had access to at least backup my major files.
