Purchasing a laptop in russia

i would like to send a friend a laptop to use in Russia for studies
any comments and what electrical issues will be difficult?

Most laptops come with universal chargers so voltage at the wall socket should not be an issue.

The question that occurs to me is whether the keyboard and OS need to be Cyrillic/Russian and how you would source that outside Russia.

Your heading suggests you're buying in Russia but your post suggests otherwise !
