PVR-Funtion on Sharp TV

i have a sharp TV "LC24CFG6132EM" where the record Funktion does not work in Germany. is it possible to aktivate this Funktion?

I would suggest you contact Sharp in Germany. This function may not be legal in that country or the recording format not compatible with the broadcast standard.

yes, i know this funktion is not legal in Germany, i also contacted sharp and they could or they will not give me an answer. i think it is an other Software in the tv. i live near the dutch border, would this tv, which i bought in Germany, work with this pvr-funktion in the netherland? or,
when i buy this tv in the netherlands and i bring it to Germany, would it work with pvr? i don,t know, what is the difference?
