Will I　need to purchase a new copy of the OS, if I　am to upgrade my HDD on a netbook?

You can check for a windows sticker on your netbook whisch will have a key you can use. Download apprpoptiate Windows copy from microsoft and nter key.

I suppose that means that if I burn an ISO image of windows and stick it to the netbook with an external optical disk, that should be fine in terms of physical instructions?

Yes that is correct. You can download Win 7 OEM ISO's which you can use your OEM key found on your laptop to do the install.
