Solved! Random FPS Drops in games on brand new PC

Week 1: PC works perfectly.
Week 2: PC gets random FPS drops (5-30FPS) instead of 60. It is 60FPS 95% of the time.
ALREADY DONE: Reset PC entirely, adjusting in-game settings. Rolled back windows and Nvidia drivers.
Specs: (ACER) 8th gen i7 8700H @2.20Ghz. 16GB DDR4. GTX 1060 6GB DDR5. 250GB SSD.

What games you are are talking about?

Also did you monitor gpu, cpu usage (afterburner +rsst)? If not, do so and test ingame if your cpu utilization is hitting 100% on one core while the framedrop occurs. If so, it would indicate cpu bottlenecking.
Also check the gpu and cpu thermals.
