I am pretty sure that Intel HD Graphics can handle Counter Strike: Global Offensive on Low settings.
Better than low settings. Here's a youtube video of CSGO at 1600x900 resolution with a mix of very low (shadows) to high settings for the Intel HD 5500 (Dell XPS 13). Description states average FPS of around 50 FPS, but has dipped to 40 FPS and spiked to 60 FPS.
The following video is CSGO on the HP Spectre x360 with a Core i7-5500u and Intel HD 5500 starting with 1280 x 720 with low settings and scaling up to 1920 x 1080 with low settings (at about 2:12 into the video).
