Solution
At $400, a core i5 is tough, nevertheless, here's some options:

Asus F555LA-AB31: https://www.amazon.com/Asus-F555LA-AB31-15-6-Inch-i3-5010U-Processor/dp/B011KFQASE?ie=UTF8&tag=bp_liks-20

Key feature: Core i3 -5010U, 4GB RAM, 500GB HDD, DL DVD±RW/CD-RW, Windows 10

Acer Aspire F15($420 at the time of writing this): https://www.amazon.com/Acer-15-6-inch-Performance-Touchscreen-Processor/dp/B0197Z2MN6?ie=UTF8&tag=bp_lins-20

Key features: Core i5 4210U, 8GB RAM, 1TB HDD, DVD SuperMulti double layer with M-Disc support, Windows 10

Dell Inspiron 15 i5555($424 at the time of writing this): https://www.amazon.com/dp/B01EXC1LZS?psc=1&smid=A1A5D6S7RCOKNN

Key features: AMD A10-8700P. 8GB RAM, 1TB HDD, DVD +/- RW, Windows 10

14-18 it depends

HD-FHD

a descent cheap laptop not a gaming laptop

not really sure 8 hours for browsing/office work i guess

just mmo games not triple A titles like witcher 3 but if can run on low settings 30fps then good

500-1tb

not on usa but i can use a reference if u post the link of that specific laptop

as long as it can i had my 2009 laptop dual core and still working till now but its slow and the battery is dead

just a plain dvd drive

As you can see, you probably would have to spend ~$30 to get a Core i5 or AMD A10. Nevertheless, if you're using it for work/browsing, you can stick to a Core i3, no need for better.
If you need more recommendations, feel free to ask.
