Reflashing BIOS of E6430.Do I need anything else?

Hi.
I have a laptop which may need bios reflashing. It's a business unit I got from work. I don't know what the issue is exactly but let's just say I'm leaning towards flashing BIOS.
Short story: Laptop has power but black screen, LED working, wtc. I tried already several ways of reviving to no avail.

Now. I made a dump from same working laptop model with FPT for Windows. Size is 6144KB.

When I try to dump ME part of BIOS I get error.

Now I don't know if my rom file contains ME part. Do I need it or not.
Can someone swiftly explain can I flash that file straight or do I need to modify it using Phoenix Flash Tool?

Hi

can you connect a LCD screen to the laptop and view BIOS or Windows?
(assuming possibility of faulty laptop screen)

It is rare to need to flash bios of a non working PC or laptop unless you just flashed the wrong bios causing the problem


what brand of laptop and what is year of manufacturer?
presumably a Dell Latitude according to google
