Where can I find a re install CD for Windows 8 for my HP laptop (2000) ?

if you didn't make a recovery disk when you first got your laptop, you can purchase one from hp support.

your hard drive has a recovery partition for reloading windows unless you had to replace the hard drive then it has no recovery partition.

Yes tapping f11 when you first turn your hp on should load you into the recovery partition then select troubleshooting > hp recovery manager> system recovery.
