reinstalling windows 7 but having problems

ok well i have a dell mini laptop it cant download anything off the web i cant even use its sound recorder that was already on the computer to start with the computer keeps saying that the explorer has stopped working and that part of the reason i need to get it reinstalled to try and fix it ive tried almost everything i cant get in most of the control panel but anyway it has no cd/dvd holder so i cant use a disk and i have no idea how to install using a usb so if anyone knows how to help me fix the problem or how to reinstall windows 7 it would be greatly appreciated thank you for your time guys...

does the laptop have a recovery partition?
some laptops have a designated recovery hot-key
F10-F11-F12 etc
look for that upon boot and give it a try

ok i will try and i did try restoring system but it says system restore could not start

i tried it and i dnt have a image backed up to do that im gonna get some sleep thanx for tryin to help me out and if anyone has any other ideas please let me know i would love to get it fixed
