Replacement keyboard for laptop isn't working

I'm sorry to have to post about this issue, but as I've searched the forums, it would seem that no one else has had a problem quite like this one.

A few months ago, my laptop keyboard quit working; the short seemed to have been caused by some static electricity. A USB keyboard works fine, so that's what I've been using since the built-in keyboard died. I finally bought a replacement keyboard, but the new one is still not registering any keystrokes on my laptop. I have double-checked that the ribbon is clipped in properly, so, for lack of a technical term, I think the problem is deeper than just the keyboard.

To make matters more confusing, when I press the caps lock key on my USB keyboard, the caps lock key on my laptop keyboard lights up. So some signals are working, but for some reason no key strokes are registering from my laptop.

Does anyone have any tips on things I could check or replace inside my laptop?
