They don't want our nukes to fall in the wrong hands. Also, governments seek power by the use of sticks, this would be a stick. And a big stick. However, the actual use of cyber warfare waged against the United States is unlikely. US and China are on the UN security council. And we are tied so tightly internationally that war would be very unlikely. No side would commit to fighting when the sanctions and backlash from the international community would be so drastic.[/citation]
Not sure if you realize this, but the US has already essentially told the UN it is powerless over it once and went to war despite it's opposition. Don't think another emerging superpower wouldn't do the same.
