Restore Asus laptop

I restored my asus laptop and it work fine. I got the message that said it may not have removed all the files but that was fine. Now the computer won't start back up. It's stuck on a black page with the white loading circle. How do I get the computer to start back up?

turn the laptop off by holding the power button down for 8 to 10 seconds then turn the laptop back on.
