looking for instruction on retrieving contacts from. a stolen phone

If you didn't have your contacts backed up, via a service, to the cloud (like with Google), or on a local source, then your contacts are gone.

outlook can back up your contacts. you can pull your contacts from there. it should be synced to your new windows phone if you can log in usig the same id over there. if not, try going to the Manage option, then to Restore option. Check the boxes next to your contacts you wish to restore in Recover deleted items window. Once you've checked the options, hit Recover, and then OK.
