You aren't getting the lost data back, you're getting an estimation of what it should be. It's basically the audio version of watching upscaled content rather than actual HD content.

It's disturbing how little the author knows, and the nonsense that the editors are willing to tolerate. The only other interpretation is that you are "on the take" and, as inane and bird-brained as this article is, I am willing to believe that it was actually written in good faith.
You cannot reconstitute an mp3 file. or ANY lossy compressed file.
