Rogers emergency calls only

why is my phone not l;etting me make out going call and says emergency calls only?

Chances are that Rogers shut your service off for some reason or another. I'd call them to see what the issue is.

What kind of phone?
Check your settings (like Airplane Mode or 3G on/off) and then phone Rogers.

If it's Emergency calls only then it's not registering on the network, it just sees there are networks available, but by law they have to make 911 accessible to any phone even on de-activated or roaming phones.

Also if it's still locked it will say that until you provide your password.
