Tried call my friend and got the “Welcome to Verizon wireless the number u dial has calling restrictions that prevents to completion of your call. So I used s friends phone and got the same message. What is going on?

Their line has been suspended due to non-payment. If they pay by a certain time it will be reconnected. If not, it will be permanently disconnected/service cancelled.
