Screen on HDTV not full screen

I have connected a laptop with only vga output capability to a Sharp Aquos 42 inch hdtv. I am using a vga to hdmi converter to use the hdmi port of the tv. I have set the resolution to 1920x1080 and the screen will not fill up the entire screen of the hdtv. Now with my other laptop connected to the tv with just a straight hdmi connection, it worked fine and filled the whole tv, I also noticed in the settings where you change the resolution in the control panel that it saw the Sharp tv as HDTV. Now with this laptop using vga to hdmi converter, it is seeing the tv as a generic pnp monitor. I have tried updating the drivers but I have not have any success with this. There is no underscan or overscan setting I can change within the tv itself and I can't find it on this laptop although with the other laptop I was able to change the overscan with the AMD control panel. I also upgraded to Windows 10 to see if anything would help to no avail.
 
Solution
The prob is, VGA is a dumb port, as oppose to HDMI which talk to each other and attempt to play "nice."

Is a long shot, but re-label your TV's HDMI port to "PC" see what happens. Sounds silly, but it doesn't cost anything.
