Screen will not sleep and fans turn on whenever I boot up the computer

I have a MacBook Air that's less than one year old. I've been having this problem for a while now, and my Mom has had this restart trick that temporarily fixes the problem, but it comes back the next morning. I have the computer set to sleep when I close the lid, but it has stopped doing that. The laptop is cool to the touch and I only run 3 different chrome windows and Spotify. Is there a permanent fix to this problem?

Don't know about the fans but I read that the latest os update has a bug that will keep it from going to sleep. When I use my MacBook Pro on my dock to push it to the monitor it will cause it not to sleep. That started not long after the last update. But that only happens when I am using the external monitor.
