These gestures are not part of windows, but third party software. Some laptop makers go with touchpads like Synaptics which get supported from Synaptics drivers and software, while others like asus simply make their own software (or it is relabeled).
Looking at your dells laptops support page, I see no such software so it doesn't seem to have been choosen to support any functions aside from the basic touch controls.
Not running windows 10 on this laptop so I am not sure if windows 10 offers its own scroll zone software built in.
