Seemingly Endless "Rebooting"

Okay so the other day I restarted my laptop, and for whatever reason, now it just will NOT turn on. It just seems to be in this endless cycle of the HP logo coming onto the screen, it seemingly loading, then just staying on a gray-ish sort of screen. And it will keep doing this. I have tries multiple things, but nothing seems to work. Help?????

Have you tried to get it to boot into safe mode?

To be honest, I'm not even sure how to put it into Safe Mode

Start the computer and start tapping the F* key, should bring up a text style menu and select SAFE MODE WITH NETWORKING
