I had my phones charging cable plugged in my laptops USB port and was fiddling around with the other end while on the browser. So I accidentally touched the other end of the charging cable in the next USB port. The laptop shutoff complete and refused to boot. I removed the battery but it still didn't boot. So it my motherboard busted or is there a way to fix it?

It depends if you can disassemble a laptop, if you have a multimeter to measure voltage, and good enough to do soldering on a PCB. These are the basic requirements necessary for laptop repair. Or you can go to repair shop and they will repair the laptop for you.
If you have no power at all, you have shorted the 5V to ground, the problem could be an inductor which open when you short the 5V. I can't be more specific because I didn't find the schematic for your laptop.
