Can you really just switch a SIM out of one phone into another SIM
based phone of any make and start using the "new" phone (with
Cingular GSM ? i.e. there's no tracking at all of the phone
itself... everything is on the SIM? (Excluding customizations
to the phone, of course).

The short answer, yes. As far as tracking the phone itself, I'm not so
sure. Everyone I have talked to says that they can't see the IMEI on the
phone. However, you can still dial 911 from a phone without a sim card
and a 911 operators can dial you back as well. This leads me to believe
that they do have some way of telling what phone your on. As far as you
your phone provider, they can care less if you switch phones, this is
one of the main advantages of GSM as it requires less manpower on their
end when you what to switch phones. In other words they don't have to
pay a person to activate your new phone.

Yes and no.

If the phone that you switch to has been reported stolen and t's IMEI is denied
by your carrier, you can't use it.

Otherwise, if it accepts the SIM, you can.

The IMEI is sent with every phone call to the switch. This is the only way that
they can bar a stolen or lost phone, by the IMEI number.

I stand corrected. Like I said I didn't think so myself, but all the
engineers I've talked to (ok so there were only two of them) said no.

If you have a GSM phone and it has no SIM there is no way they can
trace a 911 call back to you. There's no number associated with the
phone until an activated SIM is in the phone. There's no way they can
call you back if there's no SIM in the phone.

Google would have the answer, but here it is: International Mobile
Equipment Identification. (Oh, that's http://www.google.com in case
you ever need it.)
