Sound Card vs Onboard?

So I was wondering if it would be worth it to dish out 100-150$ on a sound card. Would the average person even notice a difference in sound quality much less a significant enough difference to justify the money put down for one? Also do sound card's amplify the sound at all?

I'm looking at these cards as possible candidates:

No, the sound cards wont amplify the sound, as for the differences, it depends on usage, and the perfection of the sound you want.
Today, most on board is good enough, but if youre picky, then yes, get a sound card, tho youll need an amp as well
