Sound won't play on tuner

My boyfriend has a VSX-5231 and it will play sound for the tv but won't play sound for the tuner. I think he's screwed with too many buttons trying to figure it out. Any suggestions?

Is there an antenna connected to the receiver? There would be an am loop and fm wire antenna. Here is a link to the manual

Even if the FM wire antenna that came with the receiver is connected it will need to be as high as possible to work at all. Not a good FM antenna. If you are in a basement the antenna needs to be above ground.
