Soundboard program?

I would like a program that i can download to run on windows where i can assign different sounds i have on my PC to different buttons or keybinding through a program that can run in the background if possible.

... just like a soundboard that i can customize.

also.. i guess if anyone knows of alot of pages with lots of short clips of different sound bites by chance that would be awesome
