Stuck on Windows start up.

Just bought a new computer and I'm stuck on the Windows set-up. I am stuck on this screen pictured with nothing to click on besides the arrow taking me back to the previous page. Any input would be greatly appreciated.

Do you install windows yourself b yan USB flash drive or DVD or is it already installed on the laptop?
