Suggestions for a budget camera

Any suggestions for a camcorder? Around $200.Inexpensive, but good. I'm just a 15-year old kid who likes to record and make video with special effects

I'm really fond of the Nikon Coolpix S5300. It's a very good camera, of course, but it also records video in HD. And, it has a kind of steadycam technology built in.
