Sutdown and hang problems

Hi ,
All of a sudden everything was slow on my laptop Toshiba L20, WINDOWS XP HOME sp3. Every window I try to close hangs and I get the error ``this program is not responding , end now``. The internet connection icon disappears and occasionally reappears. When I open up power options and click on a tab it freezes and I cannot end the program from task manager or any other way , the only way to turn it off is by shutting down the laptop with the power button. Also when I try to shut down the laptop via Turn off from the start menu I do not get the display screen with the options Turn off, Restart , hibernate , it just hangs with a blue screen and does not turn off, the only way I can turn it off is by holding down the power button for a few seconds. Sometimes when I install a program which needs a reboot after the completion of installation , I get `this program is not responding``power options``, run dll , etc, and it just hangs there until I close it with the power button.Also in task manager it shows cpu usage 15 % or a certain figure while system idle shows98% or 99% basically it is disproportionate.
It functions normally in safe mode , I get the screen with the options restart , turn off , hibernate etc . Power options also opens up and does not hang when I click one of the tabs only it gives lesser options than in normal mode.
I have tried removing all antivirus , firewalls etc , I have formatted and reloaded windows , but the same problems persist.
Anyone please shed some light as to what it could be hardware or software?

When you start in safe mode your computer does not load the drivers for most of your hardware. When started up normal you need to look in the device manager to see if windows is detecting any problems. (conrol panel,sysyem,hardware tab)
Problems are indicated by a yellow question mark. In Device Manager you can disable hardware by right clicking and selecting disable. this will stop the hardware. Since you get a BSOD you should post the error here, it might be a clue to what is failing.

Hi thanks for the prompt reply , i have checked device manager there are no yellow question marks or exclamation marks. As for error messages i do not get any except for when i try to close most windows i get ``this program is not responding , end now cancel`, but no specific error message or codes , even at shut down , when i click turn off from the start menu it goes into a blue screen and hangs till i turn off by holding power button down.

The blue screen doesn't have any error codes?
Stop Error: 0x000010 0X00023F etc..

You can start disabling hardware that your not using or needed(might get lucky)
USB, LAN card, Sound card, etc...

Hi , No there is no error codes, just a blue screen and it hangs there.This happens when i try to turn off laptop from start menu. Ocassionally when i install a new program that asks for a restart , then i get a blue screen and a error message saying power options or something else is mot responding , end now , cancel, and when i click end now it just freezes there, but no error codes , almost all windows that i open do not close and i get the error of ``this program is not responding``.Heres a hijack log perhaps might help.

I hope you were able to cut and paste.
Right now I see 5 instances of windows update (should only have 1)
Try this, Right click task bar and select task manager, click on the tab processes.
Shut down/end task of the non windows stuff. Entries with toshiba, synaptics, System 32, Software distrubution.
Make a note of any processor usage and/or which one gives you the blue screen. If no blue screen shut down and let us know what happens

Hi yippeeee, Solved , i decided to unistall hardware one by one , and saw that battery was the first on the list and decided to remove the battery and check and voila , everything back to normal everthing works as it should , power option opens up and all tabs in there open up , i get the shut down , restart screen when i turn off comp from start up menu, basically back to normal.
Was the battery shorting something?
