Swapping all files on laptops

I have 2 dell laptops. Both are used frequently. I want to completely swap everything between them. The one is mine and the other is my brother's. My brother's machine is substantially more powerful than mine and I need the power his has. He would be able to use mine and not notice a difference in performance. How would we go about completely transferring everything between our PCs. So they both are exactly the same as before except they are the other person's files, programs, users, etc.?

You can't if it different, you will need to reinstall the OS and all the apps.

Thanks for the help. I didn't think it would've been possible to make 100% seamless but it was worth asking.
