Switch Icon in Google

Is this icon normal or should I be worried, I have reinstalled and I have tried removing my chrome theme.

Nothing happens when I click it.

I see the exact same on/off toggle in chrome. I am also unable to click on it - nothing happens. I have been using Chrome for years and noticed it for the first time today.

Google Chrome is up to date Version 67.0.3396.99 (Official Build) (64-bit)

I'd really like to know what this is.
