System restore problems

What if command r does nothing when trying to factory restore mac book air? All that pops up is a folder with a question mark.

Factory restore is corrupt or no longer there, a fresh reinstall with the original operating system may be needed. Apple may supply you some for payment. Would need it on usb.

Maybe someone replaced to HDD/SSD and with that the factory restore went bye bye
