Tab 4 won't turn OFF

Anybody know how to get this POS to turn OFF without a total reset????

What do you mean it won't turn off? Do you not know how to do it, or is there some kind of issue preventing it from turning off? More details would be nice, preferably presented in a calm, coherent manner.
