Tethering sounds scarey ? why do I need it if my smartphone and pc pick up wifi

I am buying a small laptop that says to have LAN wireless and I have wifi connection already. Under what circumstances would I need to tether?

You wouldn't. Maybe if you were somewhere without WiFi access but you had cellular data, you could use tethering to make use of that.
