Thank you to all of you who have helped me with this problem.
This is what I have done so far.
Performed defrag-optimize, no change
Performed scan disk, no change
Started up in safe mode, still freezes, Task Manager does not show disc, only cpu & memory
Performed seagate drive scan, drive smart tests are good (PASSED)
Done a restore of windows 10, in task manager disk still goes to 100% and freezes the computer..

Seatools will "pass" the drive if the normalized value of reallocated sectors is larger than the threshold defined by Seagate. This doesn't necessarily indicate the HDD is performing optimally, neither does it indicate the disk is reliable enough for everyday usage- all it indicates is Seagate will not replace your HDD under warranty yet.
Install HD Sentinel (the free version would suffice), click on the "SMART" tab, and check the RAW values for "Reallocated sector count", and "Reallocation event count". The larger these values, the more likely it is that your HDD is causing the problem. Since the problem persists in safe mode, it very much looks like a bad hard disk..

Just downloaded and ran disk sentinel and it said the hard drive was excellent, no problems found. In the disk performance tab it shows the current disk activity spiking at 100% just like the task manager...

What is the raw SMART data though and can you post a picture? Also what process is using the disk when it hits 100%?

Post a picture of your resource monitor/disk. You can launch it thru task manager. Launch it, let it run for a while (say 10 minutes), then take a screenshot and post. It should look like this:

Open Device manager, expand Disk drives, right click on the hard disk and click on properties, go to the Policies tab, and CHECK both the boxes. (You can leave the second box for buffer flushing unchecked, but make sure the first box for write caching is checked).

In the Device manager, expand IDE ATA/ATAPI controllers, take a screenshot and post here

Open HD Sentinel, navigate to the "Information tab", and check the active transfer mode. Better yet, scroll down to ATA information and post us a screenshot, it should look like this:
