Well, back in the '98,French Alcatel produced some models with this capabilities. But only as a temporary replacement for the original batteries, in case of emergency.

most phones are misold as having weeks battery life when in reality they have around 5-10 hours talk time battery

Because some providers don't have 2G GSM. For example, both Telus and Bell in Canada only have a 3G network. Their 2G was CDMA, and probably won't be around much longer.
