C&D's do not require court. it is something issued before going to court usually by in house counsel. so probably didn't cost the NPB any real cost and since there is no real unicorns, and it is satire.
 
The Pork Board spent all the money on their lawyers. They didn't go to court with ThinkGeek, they just sent them a cease and desist order. While they probably had to file that with a court, the bulk of the costs other than a bit of secretarial duties were squarely on the shoulders of the Pork Board. Way to waste your money!
