There are limits set in law, I seem to recall that anything outside +0%
and -10% were illegal in the UK (from motorbike days). Manufacturers always
set so it reads low, and the speed varies depending on the tyre tread left
as it is based on the wheel circumference. As the tyre wears the
circumference reduces so the wheel turns more times to go a mile. If you
travel a mile with a new tyre in the same time as an old tyre the wheel has
turned more so your speedo tells you that you went faster.
