Tone with a specific peak amplitude (in CoolEdit Pro)

Hello,
I am manipulating some materials for a psycholinguistic experiment in which I need to generate a tone and place it over the stimulus. A crucial part of this is that the tone shouldn't be more intense than the most intensive sound in the materials. I have analysed the materials with Praat and the peak amplitude is 81dB. CoolEdit Pro comes handy to generate the tone, but I'm not sure what value to enter on the dB scale so that I get what I need.
Can anyone help?
(having said that, I have done some tests, and using the -8dB value seems to be OK).
Many thanks in advance, and forgive my ignorance.

consult "brain mind expansion intensive" by Dr. John David, available from brain speak. This method should provide some good level measurements and frequencies, should give you some benchmarks to start with. After you have measured Dr David's recordings, it should give you some helpful ideas. Dr David is considered one of the leading authorities in the field, and his work quite remarkable.
