Toshiba great Windows Experience Index (WEI)

Hello,
How can Toshiba's WEIs be so much higher? I was in Best Buy looking for a $400 laptop for my son and compared WEIs of different laptops with the i3-2350M and HD 3000 graphics. The Graphics was the lowest score on all. The two Toshiba laptops however had a score of 5.8 while the HP, Acer, and Gateway were all 4.5-4.7. Also, Samsung's with a AMD A6-3420M and Radeon graphics was 4.5
